Rick's note: Please note that the restrictive GPL v3 is NOT a compatible licence, so if parts of this code are included in a GPL project, or become GPLised, then you must specify the covering licence to be GPL v2 ONLY, and not the boilerplate "GPL v2 or any later version"... because that would imply the GPL v3 could be used, which is a licence INCOMPATIBLE with the text and the spirit of the EUPL.
