The quality has been discussed many times on usenet, and yes you can see MPEG artefacts if you look closely. The quality is slightly worse than a GOOD analogue TV broadcast, but it sure beats what I've seen of Sky 1 on Digital. Also, you can get it for up to £20 less if you look around, but this was purely an unintentional impulse purchase...
...damn, now I guess I'll have to get the other seasons on DVD too!
Score would be 9½ except for the MPEG artefacts. Not bad, but noticable.

An amazing (and amazingly bizarre) series. NTSC is tolerable, just...
...but worth it for the magic mushrooms singing 'a whiter shade of pale'.

As to what this movie means... Many argue the philosophies, so let's just say every decent DVD collection should have a copy. I'm glad my collection is now 'decent'. :-)
I need only mention "the helicopter scene" or "the subway scene" or the
infamous "lobby scene" and fellow Matrix viewers know exactly what I am referring too. How many other films can attach so much significance to two or three words?
